This fiberglass part mounts behind the radiator and in front of the chassis footbox. With reflective insulation (as shown in the picture), it can reduce footbox temps. It also helps direct air to the radiator exit in the nose, 

Small parts like the front-end lift pump, battery, etc can be mounted under it for protection from heat, as well as adding to the look of the car when the nose is open.
